2026 Election Platform Priorities

Housing & Affordability

Annette believes:
I believe housing is the foundation of everything else. You cannot build a life in Vancouver if you are constantly worried about losing your home or whether your rent will become unaffordable. We need to build more homes, but we also need to be honest about what “affordable” means. Affordability should be based on what Vancouverites actually earn, not what the market says it can charge.

Annette would:

  • Prioritize co-op, non-profit, social and supportive housing on City-owned land

  • Restore Vancouver’s Renter’s Office

  • Strengthen tenant relocation and right-of-return protections

  • Create a rapid acquisition fund to preserve existing affordable rental housing

  • Hold landlords accountable for healthy housing standards

  • Speed up permitting for genuinely affordable housing

  • Expand missing-middle housing options

  • Use pre-approved designs to reduce delays and construction costs

  • Set affordability targets based on household incomes, not simply market rents

  • Use city-owned land for affordable housing, co-ops and community land trusts.

  • Fast-track affordable and supportive housing.

  • Protect existing affordable rental buildings through a rapid acquisition fund.

  • Support predictable housing growth near transit and services.

  • Reverse the ban on no net new supportive housing

Why this is important to Annette:

Housing affordability is deeply personal to me. I know what it is like to have your life take an unexpected turn and find yourself rebuilding financially. I am a renter raising a family in one of the most expensive cities in the country, and I know I am far from alone. I don't want Vancouver to become a city where only the wealthy can put down roots.

Healthy Neighbourhoods & Public Safety

Annette believes:
I believe safety is about more than policing. A safe neighbourhood is one where people know their neighbours, public spaces are well maintained, kids can move around safely, people in crisis get the right help, and emergency services are available when they are truly needed.

Annette would:

  • Create a 24/7 Community Response Outreach Workers, or CROW, team

  • Send trained non-police responders to appropriate mental health, homelessness and addiction-related calls

  • Create an Office of Community Safety to better coordinate City services

  • Improve transparency and accountability around police spending

  • Expand access to clean, accessible public washrooms

  • Invest in libraries, community centres and welcoming public gathering spaces

Why this is important to Annette:

I want my kids to grow up in a city where they know their neighbours and feel comfortable walking, biking, taking transit and spending time in public spaces. I also want someone experiencing a crisis to receive a response that actually helps them. Compassion and public safety are not opposites.

Climate & Resilience

Annette believes:
Climate change is not a problem waiting for us in the future. Vancouver is already experiencing extreme heat, wildfire smoke, flooding risks and increasingly severe weather. Climate policy needs to be built into the everyday decisions we make about housing, streets, infrastructure and public space.

Annette would:

  • Restore a standalone Sustainability and Climate Office at City Hall

  • Work toward the 3-30-300 urban forestry goal

  • Protect mature trees and expand Vancouver’s tree canopy

  • Increase climate-resilient planting and green infrastructure

  • Expand access to cooling spaces during extreme heat

  • Improve access to clean air during wildfire smoke events

  • Strengthen flood and sea-level-rise planning

  • Improve seismic and emergency preparedness

  • Support building decarbonization and green retrofits

  • Treat trees, wetlands, creeks and other natural assets as essential infrastructure

Why this is important to Annette:

Climate action becomes much easier to understand when you stop thinking of it as an abstract environmental issue. It is about whether your apartment becomes dangerously hot during a heat wave, whether your child has shade in their schoolyard, and whether our infrastructure still works during an emergency.

Arts, Culture, & Creative Economy

Annette believes:
Arts and culture are not extras. They are part of what makes Vancouver a place people actually want to live. Artists, filmmakers, musicians, performers, designers and cultural organizations contribute to our economy, bring people together and tell the stories of this city.

Annette would:

  • Restore City arts and culture staffing

  • Support stable, sustainable arts and culture funding

  • Protect existing affordable studios and cultural spaces

  • Create more affordable creative workspaces

  • Make it easier for independent venues to operate safely

  • Reduce unnecessary red tape for small arts and cultural spaces

  • Support cultural land trusts that can acquire and preserve creative spaces

  • Advance an Eastside Arts District

  • Create more stable funding for festivals and cultural events

  • Support Vancouver’s film, television, gaming, VFX and XR sectors

Why this is important to Annette:

The arts have been my world for most of my life. I have worked in film and television as an actor, director, producer and assistant director, and I know how many people and small businesses depend on Vancouver's creative economy. I don't want our artists to have to leave Vancouver in order to survive.

Families & Community

Annette believes:
Vancouver should be a city where people can build and sustain a life. That means access to childcare, parks, libraries, community centres, safe streets, schools, food, recreation and places where people of all ages can actually know their neighbours. Strong communities make people healthier, safer and less isolated.

Annette would:

  • Invest in community centres, libraries, parks and neighbourhood gathering spaces

  • Plan housing growth alongside schools, childcare, transit and community amenities

  • Support more affordable and accessible childcare

  • Improve safe walking and cycling routes for children and families

  • Expand access to public washrooms and other basic public amenities

  • Support food security and resilient local food systems

  • Protect and expand neighbourhood green space and playgrounds

  • Make City services and facilities more accessible for people of all ages and abilities

  • Support programming and public spaces for youth and seniors

  • Ensure neighbourhood growth comes with the infrastructure communities actually need

Why this is important to Annette:

I’m raising my own family in Vancouver, so I experience this city through that lens every day. A neighbourhood is not complete because it has housing units. It is complete when your kid has somewhere to play, you can get to childcare, your teenager has somewhere to go, your parents can age in their community, and you have places where you actually run into your neighbours. I want Vancouver to be a city where families of all kinds can put down roots and stay.

City Hall Accountability & Transparency

Annette believes:
Public trust has to be earned. People should be able to see how decisions are made, where their money is going, and whether City programs are actually delivering results. Elected officials should be held to a high ethical standard, and residents should have meaningful access to the decisions being made in their name.

Annette would:

  • Protect the independence of Vancouver’s Integrity Commissioner

  • Strengthen ethics oversight and consequences for Code of Conduct breaches

  • Support open government by default

  • Improve public access to Council and City decision-making

  • Create a lobbyist registry

  • Provide clearer line-item City budgets

  • Create public performance dashboards for major City initiatives

  • Improve reporting on how public money is being spent

  • Use evidence and measurable outcomes to guide decision-making

  • Implement a stronger asset-management framework for City infrastructure

Why this is important to Annette:

One of the things that concerns me most is the erosion of public trust in City Hall. When people start believing that decisions are already made, accountability doesn't matter or speaking up won't change anything, they disengage. I want people to feel that City Hall belongs to them and that their voice matters.
